In August 1999, the Minister of Education invited Multimedia Technology Enhancement Operations Sdn Bhd (METEOR), a consortium of 11 public universities in the country, to set up an open university.
This led to the establishment of OUM in August 2000 followed by its launch on 26 August 2002 by the then Prime Minister of Malaysia, YAB Dato’ Seri Dr Mahathir Mohamad. With the motto “University for All”, OUM believes in the democratisation of education, giving everyone a chance at self-actualisation and fulfilling their potential.
The OUM logo is derived from a combination of the letters “O” and “U”. These letters have been creatively styled in a round dynamic graphic form to express the concept of globalisation of knowledge through the open and distance learning (ODL) mode.
The University’s corporate colours of blue and silver portray a modern and progressive institution of higher learning. The slant in the logo illustrates the University’s continuous progress as one of the premier ODL universities in the world.

As a private university owned by a consortium of Malaysia’s first 11 public universities, OUM leverages on their prestige and expertise to add value to our wide range of academic programmes.
Now approaching our 20th year in operation, we have dedicated time and effort to cater to the educational needs of Malaysians and non-Malaysians alike. Through an open and distance learning (ODL) approach, we ensure that studying at OUM is an accessible, affordable and flexible experience for all.
Allow me to share a few recent updates at OUM.
We have embarked on a new initiative to introduce a “beyond blended” mode. Unlike the blended mode, learners who choose this mode need not attend any face-to-face tutorials. Instead, you will attend live forums on myINSPIRE, our learning management system.
Two programmes – Master of Early Childhood Education and Master of Islamic Studies – are now available via this mode.
In the near future, we will offer other postgraduate and undergraduate programmes via the online mode as well. By offering both blended and beyond blended modes, we hope to give our learners the best of both worlds, depending on your preferences and learning styles. No matter where you are, our quality and accredited programmes will be available to anyone who wants to learn.
For the rest of this year and also 2020, we will also launch at least one new programme in each Cluster as a way to introduce contemporary and relevant disciplines to our learners.
With 33 learning centres nationwide, the University is within easy reach of all Malaysians. We are also planning to establish more learning centres in strategic areas nationwide. In line with our expansion plans, we welcome dedicated and excellent academics to join us.
We will also be announcing the Endowed Chair in e-Learning in August. This is an initiative to attract a reputable scholar with an established record of outstanding academic and research achievements in the field of e-learning to further strengthen teaching and learning at OUM.
In demonstrating our commitment to the Government’s efforts in promoting lifelong learning, we will be offering a variety of short courses via our sister institution, the Institute of Professional Development.
We also plan to launch televised programmes, where learners and also the public can enjoy educational content and keep up with what’s happening at the University.
Importantly, even as we seek to achieve all these goals through the latest technology and applications, we are committed to ensuring that costs remain reasonable for our learners.
